The competitors for the post of Commonwealth Secretary General were the dignified Kamalesh Sharma, 67, India's High Commissioner in London, and Malta's Foreign Minister Michael Frendo, a bustling 52. The verdict, officially unanimous, was actually arrived at after a secret straw poll; only Chairman Yoweri Museveni knows who voted for whom. There followed consultations, presumably about persuading Malta to withdraw so that the fabled Commonwealth consensus could be reached.
