Apartheid's bitter legacy still complicates electoral calculations in the Western Cape

Of South Africa's nine provinces, Western Cape faces the fiercest battle for control in the run-up to the 2 June provincial and national elections. Western Cape is the only province to have been ruled by the New National Party (the rebranded version of the old National Party) since 1994. But now the African National Congress, running a clever campaign, has an outside chance of a majority in the new provincial legislature.
