Frenetic efforts are being made by Washington lobbyists to secure a meeting for President El Hadj Omar Bongo with President Bill Clinton, with a White House encounter slated for 21 April. However, we hear the lobbyists have been trying to find a way around opposition to the Bongo-Bill meet from two of the administration's key decision makers on Africa: Assistant Secretary of State for African Affairs Dr. Susan Rice and National Security Council Senior Director for African Affairs Gayle Smith.
