The indispensable Manuel

South African Finance Minister Trevor Manuel, despised by African National Congress President Jacob Zuma's bedrock supporters on the party's left and populist wings, is busy making himself indispensable. In his 13th budget, presented on 11 February, Manuel showed himself as the sane voice of a government plagued by allegations of corruption and mismanagement.
