US military threats send some running for cover and others for diplomatic gain
The summit of the Inter-Governmental Authority on Development, comprising Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda took place this week. The fact that its host was Sudan's National Islamic Front (aka National Congress) government, which has worked so hard to destabilise the region, that it focussed on terrorism and that it failed to agree a final communiqué on 10 January speaks volumes for the situation in the Greater Horn: unstable and unpredictable. Nevertheless, trends can be distinguished.
