Rapprochement and opportunity

The meeting between Presidents Nicolas Sarkozy and Paul Kagame in Kigali on 26 February enables France to regain a foothold in central Africa and allows Rwanda to normalise diplomatic and commercial relations with Paris. Sarkozy did what was necessary to end the big freeze: he referred to ‘mistakes’ by France and others who failed to recognise the scale of the 1994 genocide against Rwanda’s Tutsi people.
