Moving deadlines

OAU negotiators are desperate to secure peace before the rains end

For now, hopes of agreement between Eritrea and Ethiopia rest on the Organisation of African Unity. The former Director of the United States’ National Security Council, Anthony Lake, met President Issayas Afeworki in Asmara on 7 October, then flew to Addis Ababa and talked to Premier Meles Zenawi. No one yielded. Issayas still insisted on bilateral demilitarisation and technical demarcation with an international observer force; Ethiopia still demanded Eritrean withdrawal before negotiation.
