After four years as a virtual pariah, Nigeria was feted at the International Monetary Fund and World Bank annual meeting as a rare bright spot on a sea of almost unremitting gloom. Astutely, General Abdulsalami Abubakar (AC Vol 39 No 18) had sent a delegation led by Finance Minister Ismaila Usman and soon-to-retire Central Bank Governor Paul Ogwuma, in a hail of reform-minded policy promises.
