Hope of peace for Cabinda

The threat of armed rebellion may fade after rebels offer to talk

After four decades of the struggle for independence in the oil-rich Cabinda enclave, the last fighting faction has launched an offer of peace talks. The octogenarian, exiled leader of the Frente para a Libertação do Enclave de Cabinda (FLEC), Henrique N’Zita Tiago, needs to get his rivals behind him and to engage Luanda. This month, the government celebrates ten years since the formal end of the civil war between the now ruling Movimento Popular de Libertação de Angola (MPLA) and the União Nacional para a Independência Total de Angola (UNITA). Yet Cabinda’s conflict has simmered on.
