Luanda's regional strategy to isolate and encircle Jonas Savimbi and his União Nacional para a Independência Total de Angola forces took further shape with President J José Eduardo dos Santos' hosting of a summit on 27 October in his Futungo de Belas headquarters for the Presidents of Congo-Brazzaville, Congo- Kinshasa and Gabon. The summit boosted Angola's image as regional kingpin, following its key military roles in the usurping of ex- Zaire's Mobutu Sese Seko and Congo- Brazzaville's Pascal Lissouba this year, although João de Matos, Chief of General Staff of the Forças Armadas Angolanas , is the tactical brains behind the plan.
