Washington quandary

The US government juggles carrot and stick while business scoops a mineral map

Should the United States and other potential donors make economic assistance conditional upon whether the new Congo government allows the United Nations' inquiry into refugee massacres to proceed? And how should they respond if the inquiry proves that massacres did take place? Some people in Congress and the government want the USA to follow the lead of African states (notably Eritrea, Rwanda, South Africa and Uganda) which urge that President Laurent Kabila should be given both aid and more time to put the new Congo's house in order.
