Was the United States militarily involved in overthrowing Zaïrean President Mobutu Sese Seko? (AC Vol 38 No 13). This is the question that lies behind a Congressional enquiry into US military involvement in Rwanda. Many in Africa and elsewhere are convinced that the handful of US soldiers acknowledged to have gone to Kigali last year were up to more than the IMED training courses (good governance and accountability etc.) claimed.
