Hitting the thieves

As corruption gets worse, the Bank is planning to clean up its own operations

By coincidence, the timing is perfect. As Marshal Mobutu Sese Seko, world leader in the corruption business, steals away to safety and a vast fortune, the World Bank is worrying about its role as a main provider of stealable funds. A Corruption Action Plan, which Africa Confidential has seen (but World Bank President James Wolfensohn has not, yet) has been put together by a 20- member Bank working group headed by Mike Stevens, with all the Bank's regional vice-presidents represented.
