Electrical storm

Some of the government's electricity supply deals – what Energy Minister Sospeter Muhongo called 'shoddy contracts that are a burden to Tanzanians' – are back in the news (AC Vol 53 No 13, New broom passed over). Under Independent Power Tanzania Ltd.'s (IPTL) contract with Tanzania Electric Supply Company, the taxpayer still had to pay even if Tanesco stopped supplying power to the grid.
