With ten new members coming aboard in May, a new constitution the subject of fierce debate and the European Parliament facing elections in May 2004, the European Union is in a state of flux (AC Vol 44 No 15). That worries some of its opposite numbers from the African, Caribbean and Pacific group of countries 78 mostly small ex-colonies, 47 of them African linked to the EU by trade, aid and politics, and often by colonial history as well.
