Good-relief, debt-relief

Donors switch money into flood relief, the government is washed off economic course

Five years after having been the world's favourite basket case, Mozambique is trying hard to ensure the floods don't wash it off course (AC Vol 41 No 5). Five years of peace, good weather and a flow of foreign investment had generated gross domestic product growth of 10 per cent a year, leading to a GDP per capita of about US$250. This is still terribly low but better than the $150 at the end of the war, a level that donors now deem to be the minimum possible GDP.
