Donors concentrate on restructuring the army; locals worry more about corruption

President Ange-Félix Patassé's attempts to convince donors they ought to help him are getting a more positive reception. After Prime Minister Anicet Georges Dologuélé's trip this month to the European Commission in Brussels and United Nations headquarters in New York, a European Union delegation has been in Bangui this week to get a closer look at the government's plans to restructure its armed forces. The plan, which has the blessing of the World Bank and International Monetary Fund, is the next stage in the peace-building process.
