Formerly one of the star ministers in President Johnson-Sirleaf's first cabinet, Toe was was sacked, or had his resignation accepted in 2009. He was controversially replaced by Florence Chenoweth, Minister of Agriculture under Tolbert, who implemented hikes in rice prices that led to riots in 1979.
