The international community is backing the new optimism about the country’s prospects with cash but the military’s bad habits die hard

The euphoria that greeted the pledge of some US$1.5 billion at the 25 March donor conference in Brussels has not stifled all doubts about the political future. There is no shortage of foreign good will towards the nine-month-old all-party coalition government under Prime Minister Domingos Simões Pereira. President José Mário Vaz appointed Pereira, of the Partido Africano da Independência da Guiné e Cabo Verde (PAIGC), after winning the presidential election in May last year.
