Kabba's government must patch up a peace if it wants to stop the military's return
Three months after their electoral victory, President Ahmad Tejan Kabba and his Sierra Leone People's Party still do not look as if they are in charge. Partly, this reflects the problem of running a three-party coalition of technocrats and old-guard politicians; partly, it reflects turf wars among ministers, donors, United Nations' officials and aid-agencies over who runs the reconstruction and rehabilitation programme. But mostly, it reflects the long shadow cast by five years of civil war and continuing armed operations across the country. Until the security situation is better controlled, Kabba will be unable to deliver on his programme of rebuilding the economy, which he grandly announced at the opening of parliament on 7 June.
