Slippage, not suffrage

A fresh election timetable should signal President Kabila's impending exit – but could end up as just the latest in a series of delays

The electoral commission (Commission électorale nationale indépendante – CENI) has finally published a calendar fixing polls for the presidency, the national and state parliaments, for 23 December 2018, signalling the end of President Joseph Kabila's 18 years in office. Yet the opposition insists that this is still too far off – he would be leaving office two years late – and rejects the timetable amid fears that new reasons to further delay the polls will be conjured up. The main opposition groups demand the President leave before the end of this year, with a short transition under an interim head of state before elections are held.
