Democratic deficit

The six-nation East African Community has taken a proactive stance on regional trade in recent years, waging a battle against the United States by threatening to impose tariffs on imported clothing, and agreeing on a model tax treaty (AC Vol 59 No 7). But the failure of the EAC's member states to contribute to its budget has prompted a new cash-flow crisis.
