Kigali's muscular foreign policy has won a grudging respect

A decade after, most of the regime's diplomatic responses are still conditioned by the genocide and the failure of the United Nations and Western states to help stop the mass murder (AC Vol 45 No 7). Whether they complain about Kigali's domestic heavy-handedness or its military forays into Congo-Kinshasa, it doesn't suffer critics or meddling foreigners gladly. Just now, it faces criticism from the European Union over its attitude to some non-governmental organisations.
