Mea culpa

How will the Blair Commission change British policy?

At the launch of the Commission for Africa report on 11 March, a week after Africa Confidential published an exclusive report on its main findings, British Prime Minister Tony Blair insisted that he was prepared to change policy to meet the report's recommendations. That implies a major shift in British policy on trade, aid, defence and debt that would have heavy financial and political ramifications. It will also means that Whitehall would have to be capable of implementing the Commission's recommendations.
