Fighting the battle of Jericho

Khartoum is starving the South of its oil revenue. January's Comprehensive Peace Agreement allocated to the Government of South Sudan half of the revenue from oil produced in the South. In March that was estimated at US$1.2 billion, which should help the South make a start on building the institutions and infrastructure it almost totally lacks. However, the regime dominated by the National Congress (NC) claims the South will be due only half of that, about $600 million, because half of Sudan's oil is pumped from the North.
