Soldiers and ex-soldiers hold top jobs in agriculture, industry, government and the diplomatic corps. Now they are trying to run the economy, with orders to turn Zimbabwe's fortunes around. After six consecutive years during which the economy shrank by 40 per cent, the government has recruited military personnel to the National Security Council, chaired by President Robert Mugabe, including his entire cabinet and the heads of the security agencies.
