The oil offensive, continued

As the Machakos talks stumble on, the National Islamic Front government's month-old offensive in Western Upper Nile (WUN) has occasioned only 'deep concern' from the United States. Yet evidence is mounting that Khartoum systematically impedes humanitarian relief, in flagrant violation of the agreement reached at Machakos on 26 October 2002 allowing 'unimpeded humanitarian access to all of southern Sudan'.
