Money, perhaps

The European Commission proposes to spend 250 million euros to back peacekeeping operations in Africa and European Union ministers will soon decide whether to go ahead. This was foreshadowed by Poul Nielson, the Danish European Development Commissioner, speaking to the joint European Union-Africa, Caribbean and Pacific (ACP) Parliamentary Assembly in October. Nielson had promised July's African Union summit meeting in Mozambique that Europe would help make the continent safer. AU chiefs of staff later met in Ethiopia to discuss the project.
