Campaign coffers

The election funds of the ruling Movimento Popular de Libertação de Angola dwarf those of its rivals. Some say the campaign has been so peaceful partly because the smaller opposition groups are so poor. Not until 8 August, four days after the campaign officially opened, did the Finance Ministry distribute US$17 million among the 14 competing parties and coalitions. The Finance Minister, José Pedro de Morais, says the payments were late because some parties were slow in providing bank account numbers.
