In diplomatic bartering this week, Khartoum offered limited access in Darfur to some affiliates of the 13 Western aid agencies it expelled on 4 March. Yet, at the same time, it has blocked over 350 Darfur civil society delegates from attending a peace conference in Ethiopia. This contravenes the democracy clauses of the 2005 Comprehensive Peace Agreement, not to mention the spirit of the 2006 Darfur Peace Agreement. The 12-16 May gathering was cancelled.
