Museveni’s ambitions, American reservations

The President’s enthusiasm for an onslaught in Somalia is not shared by US officials

In the wake of the Al Shabaab bombings on 11 July in Kampala, President Yoweri Kaguta Museveni expected a massive boost in funding from Washington for the regional military effort against the Islamist militia in Somalia (AC Vol 51 No 15). He has been disappointed and there is little sign that the United States takes seriously his claim that he would send more than 10,000 soldiers ‘to wipe out the threat’. Ugandan forces are already overstretched. Another 750 have already arrived in Somalia. That means Ugandan troops now make up over 4,000 of the 6,300 African Union peacekeepers there; the remainder come from Burundi. Although other African states give rhetorical support to the AU Mission in Somalia (Amisom), they are reluctant to send troops to a badly run and poorly financed deployment.
