Oil, money and infighting

As Tripoli hosted a summit for Africa and Europe, the Libyan leader berated his European counterparts for lack of attention to Africa, although his own commitment to his country's development is coming under scrutiny. The latest problem is the failure of a US$70 billion social and infrastructure investment programme financed by oil revenue. Many blame massive state corruption for the economic stagnation but the personal rivalries – especially between reformers and their opponents – are weighing down the state machinery.
