'Pirates' free captains

The two sea captains arrested in São Tomé left for home last week but President Manuel Pinto da Costa seemed determined to squeeze some profit out of the affair. On 26 September, he had pardoned Cengiz Gülsen of Turkey and Ievgen Volchenko of Ukraine, the captains of the ships chartered by Stena Oil, but in the same decree upheld a fine of 122.5 billion dobras (US$6.7 million) on the owners of the impounded vessels (AC Vol 54 No 15, 'Piracy' row with Sweden). This could damage foreign investment.
