President Moi's Kenya now has a lousy reputation in Washington DC. At a White House press briefing before President Clinton's Africa visit last March, an American journalist asked National Security Adviser Samuel ('Sandy') Berger why Clinton should meet 'a dictator like Moi in Kampala to discuss democracy'. The room burst into uproarious laughter. Many international reporters are based in Nairobi, so Americans hear more about Kenya than most countries in Africa. Its reputation has suffered in the debate, sparked by Smith Hempstone's well reviewed memoirs, 'Rogue Ambassador's, in top-notch papers such as the Washington Post, National Interest and Foreign Affairs. Hempstone gives details of his tribulations as US Ambassador in 1989-93.
