Too long in the making, the new cabinet now faces constitutional and political challenges

After three months of indecision and wrangling, President Jerry Rawlings has still not produced a full cabinet list. Since his inauguration on 7 January for a second elected term in office, rival cliques in his ruling National Democratic Congress have lobbied fiercely for the plum jobs. He has appointed 72 ministers and deputies, compared with 99 in the outgoing administration, but three key cabinet seats have still to be filled.
