A loyalist cabinet

Zuma has picked dependable allies – whatever their records – for his cabinet. He wants to maximise his power for his final term

A legacy of 'radical socio-economic transformation' is President Jacob Zuma's aim yet his new government has more old friends than new brooms. Far from the promised 'leaner and meaner' team, he has increased cabinet posts in order to meet the demand for rewards for his loyalists. The Secretary General of the governing African National Congress (ANC), Gwede Mantashe, predictably called Zuma's decisions 'bold and decisive' while the opposition said the new team did not 'inspire confidence'.
