In July the United Nations Economic and Social Council (ECOSOC) is to re-categorise Cape Verde as a Medium Developed Country. While this reflects well on his economic management, Prime Minister José Maria Neves is worried about losing access to soft loans from multilateral sources that have sustained a long-term programme of social spending and poverty reduction.
