An audit has been released of the murky state oil company Société Nationale des Pétroles du Congo (SNPC), controlled by two key presidential allies the Oil Minister, Jean-Baptiste Tati-Loutard, and SNPC Director Bruno Itoua (AC Vol 45 No 9).
