Who massacred 160 people in Burundi's Gatumba refugee camp on 13 August? It seems the answer to that risks touching off a new regional crisis (AC Vol 45 No 17). The Forces Nationales de Libération (FNL), Burundi's oldest Hutu militia, proudly insists that it alone was responsible for the attack. However, Congo-Kinshasa oppositionists in the Rassemblement Congolais pour la Démocratie (RCD) claim that the Congolese Mai-Mai and the Hutu-militia Forces Démocratiques pour la Libération du Rwanda (FDLR) were also involved, turning the massacre into a regional crisis.
