President Idriss Déby is on the campaign trail for a referendum on changing the constitution to give him a third term in office. Many of the gifts he generously distributes - a new road here, a water tower there - are financed by aid from Taiwan. A diplomatic row looms, as companies from mainland China discreetly gain a foothold in the oil industry.
