Not all necessary powers

Power struggles and postcolonial fantasies prevent the UN from disentangling the conflict

There is no sign of a letup in the conflict between President Laurent Gbagbo and Charles Konan Banny, the former banker appointed Prime Minister last November. The United Nations Security Council gave him 'all the necessary powers' to implement the French-brokered Linas-Marcoussis peace deal of 2003. Those powers have not been enough. January's riots by Gbagbo's Jeunes Patriotes pushed the UN to impose, on 7 February, a long-threatened travel ban and assets freeze against three leaders seen to be obstructing the stalled peace process.
