Local grumbles

People are fed up with local ANC politicians but trust their national party

Local elections offered South Africans their chance to punish the governing African National Congress. Its urban record is grim: in several areas, there have been riots against poor services and official reports show that over a third of municipalities are on the verge of bankruptcy. The ANC's usual voters were expected to stay away in their hundreds of thousands, even if they did not vote for opposition parties.
