The vultures gather

So-called 'vulture funds' threaten the highly indebted countries that the International Monetary Fund is trying to rescue from the burden of debts they cannot pay. Many of the most vulnerable countries are in French-speaking West Africa, where money intended by Belgium to help rebuild Congo-Brazzaville has been seized by one of the funds. Belgium's reaction has been to bring in a law prohibiting such attempts.
