Kenyans seem relieved to have a government but baffled at the brazenness of their politicians. The deal between President Mwai Kibaki and Raila Odinga was better than a return to the political violence of January and February, when few politicians tried to stop the slide and several seemed to be sponsoring it. But the formation of the costliest government ever seems a final insult.
