With backing from the World Bank's International Finance Corporation and the United States Agency for International Development President Armando Guebuza's government is trying to raise nearly US$3 billion for several massive new tourist developments. The IFC and the government are looking for over $1 bn. to build four integrated resorts in Nampula, Zambezia, Inhambane and Maputo Provinces.
