Libyan investment in Kenya has grown over the past three years from almost nothing to an estimated tens of billions of Kenya shillings. The Libyans are now on a shopping spree, with the recent acquisition of a half share in the Kenya Petroleum Refinery Company Ltd., plans for a $300 mn. upgrade of the Mombasa refinery and the promised construction of a $60 mn. liquified gas plant.
