Cairo is trying to coopt Western governments, Algeria and Saudi Arabia into a scheme to present President George W. Bush's new team with a detailed ready-made policy for dialogue with Sudan's National Islamic Front, Africa Confidential has learned. A second aim is to replace the Inter-Governmental Authority on Development peace process (Eritrea, Ethiopia, Kenya and Uganda) by the Libyan-Egyptian Initiative, returning Sudan to the Arab fold (AC Vol 41 No 20).
