Cousins call

Just as the Congo rebels’ main backers had at last admitted their involvement in the civil war, a nasty row broke out between their military men. It began on 6 October, with a long piece in the Ugandan daily The Monitor about life behind rebel lines in Kisangani. Local people - according to reporter Kevin Aliro - claimed troops from the Armée Patriotique Rwandaise had engaged in rape and other abuses. The acting Chief of Staff of the Ugandan People’s Defence Forces (UPDF), Brigadier James Kazini, questioned the APR’s discipline.
