The neighbours say they want peace but more are joining the fray
Though the war has broadened out, geographically and especially in the number of governments involved, the rainy season has brought a lull in hostilities; both the government and the rebels are overstretched and are taking stock and reorganising (AC Vol 39 Nos 17 & 18). President Laurent-Désiré Kabila has new allies, with troops from Chad and, it appears, Central African Republic now added to those from the Southern African Development Community (Angola, Namibia and Zimbabwe), and from Sudan. Burundi, as one intelligence source put it, ‘pops in and out’. Gabon reportedly heads the African states giving financial backing, though Libya is inevitably the most often mentioned. On the rebel side, Rwanda and Uganda are now more openly involved.
