New President Bingu wa Mutharika took three weeks to establish his cabinet and his parliamentary majority, in time for the Speaker's election on 28 June (AC Vol 45 No 12). The 21 cabinet ministers (down from 48) include Bingu and Vice-President Cassim Chilumpha.
